南京地下空间开发总规划出炉 建筑将达面积5400万㎡   重点分三级打造“地下城”   依托轨道交通线网,南京将串联各城镇区(主城、副城、新城)的地下空间建设重点,形成“四城、七片、多点”三级中心、网络化的地下空间总体结构;提升挖潜主城,优化完善副城,积极发展新城。   一级中心(四城) 包含新街口-鼓楼中心、南站-红花机场中心、河西中心、江北中心。鼓励地下公共设施规模化、多元化、一体化、高强度开发,建立畅达舒适的地下公共步行系统,形成网络化的地下城。同时,鼓励利用地下人行过街通道和各类地下步行连通道路,发展通道商业、服务业等多种业态,提升步行系统活力。   二级中心(七片) 具体包含湖南路、下关滨江、夫子庙、东山副城中心、仙林副城中心、雄州中心、南京北站。规划明确,二级中心鼓励地下空间较高强度、连片发展,建立主次分明的地下公共连通步道,形成功能复合的地下商业街区。同时,主要地下步行连通道路两侧宜发展通道商业,次要步行道路视可利用和改造条件,适当开发。   三级中心(多点) 具体包括仙林大学城、迈皋桥、桥北、龙江等地区级商业中心,及南京站、机场等交通枢纽地区,形成以点状地下综合体为主的地下公共空间。同时,其地下步行设施结合其区位和人流特征,可进行适当的通道商业开发。   紫金山等原则上禁止开发   依据南京地下空间资源综合评估与社会需求分析,在城镇建设用地范围内对各类地区提出开发利用管控区划。   其中,包括重点生态功能核心区,一级饮用水源保护区及陆域,地下水(含温泉)保护区,长江洪水淹没影响区等,除地下轨道交通、地下道路等线型基础设施可以通过外,均为禁止地下空间开发利用区。   而包括长江二级饮用水源区及陆域,水源涵养区,紫金山、将军山、栖霞山等重点生态功能缓冲区等,原则上禁止大规模地下空间开发利用,为地下空间限制发展区。   规划设8处地下公交场站   未来,结合地下空间重点片区、城市中心区以及交通枢纽地区,规划建议设8处地下公交场站。依照规划,南京全市地下空间未来总体划分为浅层(0~-15.0m)、中层(-15.0~-40.0m)、深层(-40.0m以下)三个层次。规划期内鼓励浅层开发为主,适度开发中层,特殊情况可按需、有条件地进行深层开发利用。   规划隧道9处预留隧道3处   从打通交通干线重要节点和缓解重点发展片区交通矛盾的角度出发,对地下道路提出规划引导。保留现状隧道29处,规划隧道9处,远景预留隧道3处;建议在河西鱼嘴、江北中心、河西中心等重点地区,适当规划建设地下疏解道路和地下停车联络通道。   2020年地下建筑面积5400万m2   此次规划重点研究南京城镇建设用地地下空间,自2015年到2030年。以科学适度、集约高效、以人为本、融合发展为原则,南京以新区和枢纽地区为重点,以优化提升旧城区地下空间综合效能为突破,创新构建“地上地下一体化、功能类型多样化、设施系统网格化、空间环境人性化”的地下空间资源综合开发利用与保护体系。至2020年,南京地下空间总建筑面积约5400万平方米,年增400万平方米;至2030年,南京地下空间总建筑面积约8600万平方米,年增340万平方米。   地铁诚信大道站   将打造综合交通枢纽   位于江宁区九龙湖片区的地铁诚信大道站,两大地铁交错。北至清水亭路,东至铺岗路,南至清水亭小学,西至长亭街,未来周边幼儿园学校社区中心齐全;依照最新规划,这里将成为东山副城南部区域的公共服务核心区,九龙湖片区重要的综合性交通枢纽。   南京规划局昨起就该站点综合开发特定规划区城市设计启动公众意见征询,站点特定规划区约85.6公顷,核心规划区约28.1公顷。核心区范围内,可更新用地约16.76公顷,新建总建筑面积约56.37万平方米,其中地上建筑面积约51.37万平方米,地下建筑面积约5万平米。   目前,站内双龙大道以东多以社区型商业为主,西侧用地以在建高层住宅为主。诚信大道以北现有多处拆迁空地。对外联系路网骨架已形成,内部支路网不够完善;受河道阻隔,东西向路网连通性较差。   作为未来九龙湖片区的交通枢纽所在,为方便市民公交绿色换乘,规划在站点出入口东西南北共设4个公共自行车点位,布置160个公共自行车桩位;站点四面可供公交、出租就近停靠;设有14个地铁出入口,多配置小型市场广场。随着今后地铁站点开发建设,周边社区中心用房、社区游园和幼儿园配套,一个都不会少。相关的主题文章:
